The problem with welfare (at least in America) is that you're punished for actually getting a job, because in a lot of cases your effective income will be diminished

I think if cities want that sort of thing they need to be willing to pay it themselves. So if a city wants Welfare, they need to pay it out of their own budget.
I'm personally in favor of giving the taxpayers more control over how their money is allocated. That way, they'd have to sell the idea to us.
