Instead of trying to find food you should try to find a job.
Something you can only get if you have worked over a certain number of hours
I think if cities want that sort of thing they need to be willing to pay it themselves. So if a city wants Welfare, they need to pay it out of their own budget.
That would give people a measure for how unsustainable it is.
I'm personally in favor of giving the taxpayers more control over how their money is allocated. That way, they'd have to sell the idea to us.
