Socialism is worker's owner ship of the means of production it does not inherently have a large state nor does it inherently have a small state. It's an economic system just like Capitalism that varies immensely from culture to culture and country to country.

Socialism is a very broad statement but one thing stays constant the means of production are owned by the workers collectively.

In idea and principle - socialism says it's owned by the workers collectively. In practice, a government must disperse and enact these.
