The way I see it is it becomes war when both sides start attacking each other.

it becomes war when theres an actual declaration of war by whatever side makes it to record history
well, because we say its not and because no one else says it is
basically if no one really important gives enough of a shit to call it an official war, then its not
which is why i doubt the syrian thing will result in more than syria being levelled in a US-Russia pissing match of "we dislike what you are doing here but don't give a shit enough to call this a real war."
i really don't think Russia or the US really have the balls to declare a real war. It much easier for them to just piss each-other off in a passive agressive way.
Especially over something as trivial as Syria.

To be fair, Missiles Launched isn't exactly passive.
"passive" in terms of not out right declaring war or attacking mainlands. Basically if there is not missiles landing in the US, Canada, the EU, Japan, Korea, or China, its passive aggressive.
Although I supported him, missile launches on Syria was not what I voted for Trump for, and really wish he'd stop...

You underestimate the power of the Republican and Democrat parties.
Particularly in the Democrat party, someone who openly hates the Democrat party can never get the nod, due to the system that decides that.
And to members of the Republican party, the GOP has a meaning to them, even if their members don't reflect that meaning
Basically, a change has to come from within
Trump was supposed to be that change
And in particular, I don't think the democrat party will moderate any time soon
but see, the democrat party is imploding, and the Republican party has always had a problem with public speaking
they usually pushed too hard on the religious angle and i think that usually costs them
I know that, in my area, the Libertarian party is actually planting itself in the local Republicans.

The Republican party is far more open to it than the democratic party
Democrats are too fringe issue and SJW
Republicans are too old-world and christian
AKA, both aren't looking at solving things and religious
The Republicans have been on a secularizing trend for years.
