The statesman responsible for fabricating culture are in a perfect position to be subverted and thus work against the people. Just like in Democracies, politician scum tier people are bought out and work for their buyers. The state offers the best means to subvert a people. What could a foreign state do to a people who aren't glued to a state tv to get their culture?

Why would someone like a dictator accept submission in the territory it holds ? His power is directly proportional to that of the state and collective.

The more powerful the nation becomes, the more he/She is powerful.
