It's not necessary, people, families and communities can do that, like they have for a long time.

Laws are regulations and the state its the enforcer of the law.

A family still needs to do similar things to become powerful.

Police weren't necessary in Northern Europe until the industrial revolution and the poor started breeding without starving

Men would kill vigilante style in the night, and no one cared because everyone knew they were criminals

If you have a healthy, high trust populace like that, you don't need police, you don't need state expansion

The state doesn't have to expand like your nightmare state, we know through history that we can do otherwise, the problem is self improvement, not expanding a gross Empire

Without the state the people are more subjectable to foreign and internal subversive activities.

The state must be the main cultural influencer.

The statesman responsible for fabricating culture are in a perfect position to be subverted and thus work against the people. Just like in Democracies, politician scum tier people are bought out and work for their buyers. The state offers the best means to subvert a people. What could a foreign state do to a people who aren't glued to a state tv to get their culture?

Why would someone like a dictator accept submission in the territory it holds ? His power is directly proportional to that of the state and collective.

The more powerful the nation becomes, the more he/She is powerful.

The more he/she is likely to be assassinated and taken over with their own ideas

Once that position breaks down the entire "collective" might be doomed

But you always assume the state leader will be all knowing and thoughtful of the collective
