They can also serve as a corrective to certain forms of improper behavior.
It benefits no one.
But on the net, they tend to be bad, especially if you're going at people who aren't really misbehaving.

There are cases where they might make sense.
The only use is trying to secure lower tariffs of our own
China, for example, heavily subsidizes heavy metals to corner the global market for political ends.
So you go toe to toe saying "if you can tax me, I'll tax you. Then we'll see who wins"
A tariff on Chinese heavy metals can sometimes makes sense in those cases.
And we subsidize corn and oil.

I think for actual value you'd look at all the countries not subsidizing and pick the lowest or medium.
Europe isn't going to not see Trump as an enemy. And Trump's game is to play against Europe while not necessarily actually fighting them.
