so does a state
It doesn't manage land or roads or taxes, a state does
a state is just a central authority of a community
so a family unit that has a home
At best a family unit in a modern context rents land from a state
remove what you think of as the state currently
a family is just a small scale state
you have a family unit, who has an area of land they have fenced in. they have pathways they maintain for moving about, plants to tend to, maintenance on the home, etc. There is also, usually, a hierarchy.
