Well Patreos is building that right now. They had some legal issues with the SEC which slowed them down.

Aside from that, most crypto addresses are free. Most are free to receive (sender pays fee). Some are free for both (you pay by doing a little bit of processing on your PC for 30s). IOTA, Nano and EOS fit the last category I think.

It will not be possible to censor them, since they are geographically distributed, and if one network producer cooperates with an authoritarian state they can be voted out.
