That's pretty intense for an AAA, even the more expansive ones tend to top out at around 3 years normally. Skyrim was around 3, Witcher 3 around 3 and a half, GTA 5 also no more than 3
they call it 7 years in the making, but it's one of those PR spins on it. What that probably means is 3-4 years in development hell where it got nowhere, then a solid 3 years of real development, including crunch at the end to finish it out fast.
Aside from things that get stuck in Development Hell like Duke Nukem and such, the only exception I can think of is (old) Blizzard, and they're not really AAA. StarCraft was 6 or 7 years, Diablo 3 was 11 years. Overwatch 7 years but that's a recycled MMORPG

3-4 years of active development would make sense, from what I've seen the tech in Red Ded looks too good to be ~7 years
Even Blizzcon's non-announcement that was later leaked of Diablo4 being worked on for the past 6 years, it hasn't been solid. It's been totally scrapped and remade twice due to them realizing it was sucking. ... then Diablo Immortal was announced, so, fuckall knows what's going on in their heads.
so in a year or two when that comes out, they'll say "in development for 7-8 years", but the truth is, the version we're getting... 3 years, tops.
You only really get Indies that have been in active development for that amount of time yeah, as they don't have to compete with the latest & greatest in graphics and have a small team
And Indies typically have such long dev cycles because it's not their main job, it's a side thing they're doing often in such cases.

for a mainstream company, if it actually took a 7 year dev cycle, no resets or starting over... I'm going to say they probably screwed something up at some point, because aiming for that AAA stamp on an engine that's 7 years old, you're almost assured to fall short.
