The closest thing may be Max Bernier and he recently left the main opposition party to start his own party. My guess is that Trudeau gets a minority government in 2019. You could get some ridership for major events like Austin City Limits or College move-in/move-out but that's probably not enough to carry a high speed rail system the rest of the year. Plus, surge transit is the worst way to try and make a profit. You have to have lots of assets that sit for most of the year (i.e. large capital investment you don't use).
The fact is that Amtrak is everywhere and has only ever had one profitable region--the urban and old Northeast.
You can summarize the problem as "I might get there on rail, but what do I do when I get there and need a car?"
