Ecchi refers to works with sexual overtones that do not cross over the realms of just being straight up hentai. Admittedly, fanservice being on a spectrum, means they can sort of crossover into kind of fuzzy zones.

My favourite manga is Hanging balloons
Which is about sentient assassin balloons literally going around, hanging people.
My favorite anime is about a bunch school girls gaining superpower from man eating Fascist pants that become more powerful by becoming skimpier (So *Kill la Kill* is fun).
My favorite manga is pretty tame in premise relative to that, it is just about a girl who is dealing with her feelings after falling in love with her friend who is a girl, the title for it is just *Girl Friends* & nothing particularly wacky about it.
