Our entire system is debt based, highly levered and relies heavily upon constant cash flow. In the event people aren't working then the entire system breaks down. Suspending rent and taxation is pretty much the only course of action left to a Government. Offer service, and worry about cost later, became its job is maintenence of the system during a crisis.
