Portugal is about to declare a state of emergency. People will not be allowed to go outside unless it is for necessary work, for supplies (food and water) and for other necessities. If you are found outside without good reason, you can face up to 1 year of prison

In spain there are already reported cases of motorcycles being stolen from a small manteinance shop

the maybe up side is that in spain the military has attained the ability to act on civilians, so hopefully they get some of those criminals
