If it's done on purpose it's admitting you can't make a game by yourself and need the player to fix it on the fly, which makes it a bug, because a game without bugs is a game you don't need to modify to play.

yeah and paradox have an ironman mode

which doesnt allow you to use console commands

but does allow you to use tweakergui before you start an ironman game and makes it so you can still use those cheats <:smugon:512048583806025739>

and it's the only way to earn achievments or rank up in the leaderboard which no one cares about and I am sure 70% of playrs dont know but still
