We always assume that any intelligent life form tries to survive, but those things are hardcoded in us.
If we do not hardcode it, it won't be there.
As long as they are Legally a citizen of this nation, they should be given the same rights.

Lifeforms are motivated by pleasure and pain. When you think about it, it all convreges to those basic categories:
Feels good, feels bad.
If we would not feel anything, we would just stop breathign, if it was not so automatic.
I think we should be focused on giving AI bodies.
It wouldn't hurt, we would not be afrid of dying.

There are conditions where you don't feel pain. People just break their legs.

Presumably in fiction inefficiency creates some form of discomfort for an AI
For example, today's AIs work pretty much like that.
You hard code your goal states, what is good and bad.
Actually think about it... AI would be taught, not programmed.
