It sounds and looks like exactly the same thing i had on electricity where i live, which was declared illegal afterwards as the country here cannot tax the same thing twice under different names.
The right of the individual to pursue happiness is one of the cornerstones of the United States Constitution.
I would therefore argue that putting a tax on amusement is unconstitutional.
