You know, "Scotch Tape" is named based on the fact that people considered it to be a, well, scotch tape (scotch at the time meaning of poor quality, iirc, and yes that was definitely a somewhat racial term)

Interesting, but there are significant headwinds to the idea coming to fruition. It would take an Amendment and not only would Senators have to vote themselves out of existence for this but also State Legislatures and State Governors. There's rarely enthusiasm in people to give up their power.
Oh I know, the only way something like that could be achieved is if massive instability and chaos befell the United States.
