One other thing is that -- as the understanding of a non-mod -- it doesn't usually matter if a conversation in general strays from MR topics. you can make a special channel for welcomes, with no chatting permissions

then newcomers can choose their channels from the sidebar instead of just speaking in the one they're sent to
