America does have this basic strain of cultural unity that flows through its many disparate states, something that I dub as "the federal culture" - it is probably overwhelmed by and outdone by the local, organic cultures of each and every state in terms of scope and volume, but it *does* exist and is the thing that holds the union together as a coherent entity

Though I'm not the biggest fan of Stalin, I think his view here holds merit.

Culture is a very broad term to the extent that it quite often stops possesing a meaning. Exp in discussions about idenitity. Notabene Stalin words hold little predictive validity. It is like trying to reason how many angles would fit on the tip of a pin.

I like what he's saying, but a lot of his actions were aimed on the exact opposite (the relocation of Crimean Tatars, for instance). Really a shame how he had the right ideas but just didn't bother to follow them.
