Test methods differ between publications
Which, given the trog-tier test methods used by some of the really old publications, is why you go with the newest one.
It makes no logical sense that they would regress from .04 to .06 to no longer cover .22LR
Again, changing test methods provide alternate results.
For instance, in the old NIJ test model, they used a BFD clay that provided inaccurate results
point is that you are mkaing it seem like any pack of walmart .22LR fired from a 10/22 will shred a 3A to bits

Let's assume you are in an urban environment like a street cop, a 3A vest will stop the most common firearms threats you are liklely to encounter
7.62x25 Tokarev is a far cry from a 9mm +P in just about every way though
and would be more effective in the majority of situations vice a veramic hardplate
if you are in a combat zone against enemies armed with rifle threats and long range, a ceramic hardplate would make sense
I think I've made it clear what some nig doing a few shots to an unknown condition SINGLE plate is worth.
