It would appear to be a "hit piece" probably produced 2013-2015 for release in 2016 prior to the presidential election in an attempt to subtly discredit Trump ahead of 2016. It definitely reeks of a BBC/MI6/ propaganda production piece... to those that know what they are looking at - tons of shock imagery and audio cues.
