swift: because its about averages. On average, offspring regress to the mean, but there can still be outliers. The way animal husbandry works is they have lots of offspring, pick the top few % of outliers, and only breed them. And it still takes multiple generations of doing that to move the mean, assuming its not a simple trait like fur color.
