They generally do more damage than APHE, and way more damage that AP
use it on lightly armored?
Also, large-bore guns like the SU-152 can usually nuke many targets with the HE shell
And because most HE doesn't have a tracer
It becomes harder for others to figure out where the shot came from
Also HE generally has the same pen value at all distances and angles
Look at the Brummbar for instance
Downside for the large HE guns is the terrible reload

when WT came out though, most large guns were firing HE only
So I'm still in that mindset

APC in general, because the C stands for 'capped' which means it has less chance of bouncing on angles
The AP probably has more pen value
