The Soviet Union copied and built a space shuttle. But they never used it. Once they realized they had it all copied properly, they figured out it was massively expensive to build and operate, and incredibly complicated and risky.
Just like the F-35, the Space Shuttle kept going mostly because its contractors were spread all over the country, and no senator wanted to lose that sweet Federal funding for their home state.
