Despite the ISPs, (reminder: Exceptional cases are not the standard), not doing anything like that -- even before Net Neutrality.
The exceptional cases that did happen, continued to happen after Net Neutrality. Why? Because those cases occurred primarily because of a lack of competition in that market for those regions -- and people generally accepted it because they felt they __**"needed"**__ internet access....
