Most homeless are druggies, people who would normally be in asylums, or vets who have such ptsd they cant function in society (usually part of group a or b)

Most those training programs and homeless shelters require you to be clean. Most arnt willing to get clean.

And then there's the West Coast "homeless" which are more accurately described as "scavengers"
