Again, assuming that all drugs users immediately become addicts, and all addiction is harmful. Many rich people do coke, but don't immediately spiral downwards. Many drugs, if done correct, aren't even addictive. Like adderall and morphine, simply controlling your dossage can prevent your brain from developing a tolerance.

You don't understand. Prohibition correlates with potency. Many legal drugs, including alcohol, have become less potent.
