It is murder even if they are guilty if they haven't been tried by some sort of court.
That's why the Church had the Inquisition, not the Assassination.
As much as some people get them confused.
Political assassins = extra-judicial killing = sinful
The only time I believe political assassinations would be justified if the rule of law has been positively shattered and we are living in anarchy.

I know that "legalism" is basically a meme now, but saying that killing someone can only be justified if they're tried by a court first, is basically actual legalism. Especially if the people who commit such crimes are the ones that control the courts in the first place.
