In the EO Liturgy, there aren't instruments because the Liturgy is the imitation of the hymns prayed by the cherubins to God. And so the choir is singing to imite them and to participate to the louange.

The latin one is just the priest saying he is there to let you know that God forgives you. It doesn't reject the fact that only God can forgive you.

This place given to the priest in the Roman Church is a direct consequence of the Council of Trent, where the position of the priest within the Church has really changed.
