Governments, or Society? China has always been Chinese. Japan has always been Chinese. England has always been English yes, yes even with the 2% Nordic influence. France has always been friends. Governments change within a society.

Hypothetical: let's say someone makes a white ethnostate and they only let in whites. Without getting into the the nitty gritty of "what is white," would they let someone in who is 100% European ethnic white but who staunchly disagrees with the premise of a white ethnostate? If they let in all whites regardless of ideology/beliefs, then they openly invite political and cultural dissension into their "purity" but if they only let in whites whose ideology/beliefs align with the ethnostate (which is more likely imo), then they are admitting that ideology is more important than race when it comes to stability of the state.
