You are underestimating the reality of severe mental illness. Some people are fundamentally broken and no amount of medication and behavioral therapy will do away with the faulty wiring.

I don't personally know that. But the psychiatric professionals analyzing them do, and their judgment should be taken into account. Unfortunately not everyone is treatable and most people understand this, especially medical professionals.

You clearly ascribe to a different theory of justice than I do. I don't believe this has anything to do with vengeance and I ascribe to the retributive theory.
