Don't buy several padlocks for each banner. The goal is to keep it cheap. Also they can just cut around them on the tarp/canvas.

Water bottles with zip ties going around them and through the banner, with duct tape over the cuts in the banner to keep it from tearing is best.

for the size you are using you can get a sample size flag blue paint and a 2in roller and have a clean look for around 10$

2. Stencils way too small
3. The idea said "the rest", not everyone

Get some thicker material, bigger stencils, and try a bucket of flag blue paint, and a roller and all that. Will make it way better, and you can use that bucket for dozens more banners.
