Literally read the chart you just posted it says only 30 billion is directly spent on europe with the rest of the spending going towards our own military which has assets across the globe. Most european defense in operated by europeans. More or less we provide manpower and weapons systems for europeans to purchase.
And to pick on Norway as an example of spending when they have a population less than Indiana isn’t saying much
Maybe look at Germany or Britain. Germany specifically put funding into recruiting some 20,000 men over the last two years in response to Russia.
