If there's one powerful upside to all of this, social justice has undermined not only the university system but also public education in general. If you want an education that's actually good, you have to go to the private sector, because you're not going to find that at a public institution.
Private is still hit or miss, have to research the institutions aggressively, in some cases they can be worse, especially in the states.

@Redxl - You can tell a lot about an institution by their admissions criteria.
Objective, meritocratic standards are generally a good sign of the institution's overall quality.
If you see the words "holistic" or "diversity" in their admissions policy, run. Run like your life depends on it.
