Doubtful. Even if we remain in the scope of Western, decidedly Christian moral codes wherein empathy is literally the highest virtue, empathy unrestrained by reason (to some degree at least) just doesn't lead to competence. So you can feel really compassionate for the other, but won't know how to help him...
In Catholicism for instance Caritas is the highest virtue, but it's not the only one.
