Sahar is way closer to סהר.

transliteration of any language carries the same issue, because every natural language has at least some discrepancy between written and the sounds
Which you wouldn't see outside of elementary school books/in cases there's a need to show how to pronounce it.
I can think of ways to make it better though
Like writing some diacritics near the transliteration to denote the correct sound
There's no good way to denote it in English TBH
or make everyone write in ipa under threat of death
