I don't see how voting for Liberal or NDP will help anything. If the idea is to tell the Conservative Party "you're not good enough" and the means of doing that is saying "we prefer the Liberals more" all it will do is make the conservatives try to be even more like the Liberals.
"Shit, guys, we're not woke enough. Look who they voted for. Time to ramp it up."

If you are trying to tell the conservatives to be actually conservative, and not Liberal Lite, voting PPC is the way to go, but that's not the only issue on the table (and, unfortunately, is an option that is not available to all ridings).
I think it's imperative to not allow any of the hard left parties to get into power as much as possible, and although the Conservatives are still similar to Lib/NDP/Green, they are the "least bad" version of them and the most likely party to get into power since they have the history and voter base to achieve it.

If you want to vote for PPC and can't, voting Conservative is the next best option. Any of the other three will just deteriorate the country even more. I wouldn't be surprised if they just merged into the "Green Liberal Democrats" since they are all running on nearly identical platforms.

You shouldn't vote Liberal or NDP you shouldn't vote at all if you aren't voting PPC. But, if you absolutely must vote you should vote Liberal or NDP because it would be far more damaging to vote for the Conservatives

Even if the Conservatives aren't very conservative, the party itself represents Conservatism, due to its history, for those who aren't as aware of the political climate, so those who are looking for a conservative party will vote Conservative as they are the most familiar and most likely to win.
