Setting aside whether FDR actually knew in advance about Pearl Harbor, you could argue we were attacked first by Japan and were justified in retaliating. The Empire of the Rising Sun was actually quite ruthless and fanatical compared to the Japanese of today. They were a lot like ISIL in their tactics of beheadings, kamikazing, and terror.
