People conquered by Rome were not immediately granted citizenship.

Free residents with little to no recognition under Roman civil law.
Most Italians weren't even Roman citizens until the end of the Social War in 90-89 BC.
And even then it took another 40 years or so before *all* Italians were citizens.
Citizenship was a gift.
Empires do not typically fully elevate to the highest social class the people they conquer. Empires are not built for the *purpose* of making everyone else like you. It's just a useful tool of control when you do take over.
