What stops Boris from sending a letter that requests an extension but then lays out all of the ways in which he will make it very difficult for the EU to get anything done as a consequence if the extension is granted?

a lot of stuff can pass with qualified majority, which is something like 2/3 of states with >60% of population
THere's far fewer things vetoable than there used to be
For Boris's post-extension threats to have any teeth requires him to be head of state post any election, which is unlikely
