But that doesn't mean that .22lr is something that should be relied on, because it may not actually penetrate deep enough or have any amount of expansion.

and penetration details matter just as much to fbi as the terminal ballistics (ie. tissue damage). .50 AE isn't used by the FBI because while it has the tissue damage, it's a shitty cartridge.
