That cop might have thought himself brave, then he realized "oh shit what did I get myself into", and was "oh shit oh shit" right until the terrorist hesitated and started walk backwards.

I totally thought that terrorist was trying to get the cop to shoot him, the way he waved that black thing in his hand then pointed it at the cop. It looked like he *wanted* the cop to think he was pointing a gun at him so he'd be shot.
I was very confused why that cop didn't shoot him.
If you watch the video from the nearby car, you'll see he rushed out of the vehicle, then reaches back in, to turn the siren off. He was clumsy, at the very least.
Then he runs away from the cover of his car.
He's only not dead because the terrorist wanted to suicide by cop, and not score extra kills.

Looks like one of those cops who doesn't appreciate the gravity of the situation. How could you if you'd allow someone to point what could very well be a gun at you?
