1. The cop had the cover of his car, he ran out in the open, while the terrorist was pointing what appears to be a gun at him.
2. Cop keeps retreating, walking backwards, while the terrorist walks towards the cop with the "gun" pointed at him.
3. Only after the terrorist hesitates and starts walking back, the cop decides to move forward and apprehend him; at which point the terrorist drops the "weapon."
Fact is: if at any point, the terrorist had a real gun, and intent to kill the cop, he had plenty of opportunity. The cop acted without caution; the fact that he retreated, walking backwards (at the risk of tripping and falling on his back), is proof he wasn't in control of the situation. He wouldn't have survived if the terrorist wanted to kill cops besides mowing down innocent pedestrians.
So yes, a cop that exposes himself to getting killed by a terrorist, is stupid.

He wasn't negotiating with the terrorist, he was giving commands for him to surrender. There's absolutely no reason to make himself vulnerable when he's supposed to be intimidating and controlling the terrorist.

I totally thought that terrorist was trying to get the cop to shoot him, the way he waved that black thing in his hand then pointed it at the cop. It looked like he *wanted* the cop to think he was pointing a gun at him so he'd be shot.
