William L. Shirer, author of The Rise and Fall of The Third Reich relates a memorable anecdote from when he talked to some German farmers in 1935. he asked them if they were at all worried about losing their freedoms. one farmer said to him something to the effect of "sure, under the Weimar Republic we had plenty of freedoms: the freedom of speech, freedom of religion, freedom to assembly, the freedom to starve..."
most of these guys didn't grow up with the republic in the first place, and at any rate weren't the products of a culture that valued democratic values. it wasn't that long ago that Germany had been an empire under a Kaiser. nominally, it had a parliament, but as in Russia's case, it was a mostly ornamental affair.
