The burden of proof IS on the plaintiff, which is, of course, the president. His attorneys have plenty of evidence. There are literally more than an thousand sworn affidavits as well as statistical analysis and some whistleblowers

Cuz I did read (upon delving into it a little further) that in most cases for civil lawsuits that it needs to be a preponderance of the evidence, but that usually for fraud it has to be "clear and convincing evidence".

Yes... for these cases though, the burden of proof might be a bit higher than in a private civil litigation because what we are talking about doing is serious
