FYI there's a little known or used rule in the Senate that requires the reading (out loud) of any and all bills, this is almost always waived by unanimous consent (also can be waived by a motion that is voted on) but on occasion has been used to grind the Senate to a halt and these very long bills are read out loud (note unanimous consent means even one Senator can force the reading)

The "Forefathers" set up a constitution to insure or on the surface insure freedom. Of course we can't ignore that they had no real vision of today. Mankind always evolves and knowledge is that force. We have to adjust and adjust again. Black or Brown AMERICANS were left out despite being included.
