I believe it's there because it's possible to act immorally. You can act and know that you didn't apply your values to your circumstances. And you can use it to judge others. You apply your values to the circumstances and make a moral claim as to good or bad

What practical difference is there from all morals when someone can act immorally? The morality of a person is a sense of their perception of the world. It has no inherent force. If you choose to act in accordance with them there's no practical difference from when you choose to react out of accordance with them
