Originally the government are the people that laid out the groundwork for the internet as it existed up until around 10-15 years ago is the argument some people seem to be making right now.

Then private companies began to lay down updated technology into networks.

Covid has a better survivability rate than the common flue, the reason it is killing more people is because more people are getting it than the number of people who get the flue each year
