I think it depends on the ones running the election. I'd like to see if any evidence proves up, it it ever gets heard. I imagine votes have always been for sale in local districts. And it sounds like dominion might take the biggest bidder, if it is involved. But it would have to have in house support. Well orchestrated. And, extra ballots on hand should the election goes way off or a way to buy time to get them mass produced.
